Yes, it's the buckle! It's made like a seat belt buckle. One click and it's secure. One press on its center, and the buckle is released.
The story behind this buckle begins about 30 years ago, when Ross Labelson was searching through a junk yard near his college campus in southern California looking for parts to fix his car. That was when the idea came to him that a seat belt buckle would make a great belt buckle. Since then, Labelson has designed and manufactured (here in the U.S.) hundreds of character and brand licensed accessories for people and pets. Leash and collar prints, for example, are licensed from Disney, Marvel, Warner Brothers and other popular entertainment companies.
